Alan B. Moon, Chief Executive Officer
Alan Moon is the Chief Executive Officer and founder of QualX Corporation. Under his leadership, QualX is organized to support the federal sector in information management, information technology, intelligence solutions, business processes, workforce development, and policy and program development and operations. His 40-year career has been focused on leadership and the creation, development and management of organizations, programs, plans, and policies.
Prior to founding QualX, Mr. Moon served as the Vice President of Information Management for McNeil Technologies where he was with responsible for a wide spectrum of information management and program management services. In this capacity, Mr. Moon directed programs in support of the Departments of State, Defense, Treasury, Education, Labor, and Homeland Security as well as agencies in the Intelligence Community.
Before joining McNeil, he worked as a program manager for SRA International where he provided program leadership for Continuity of Operations Programs (COOP) for the Office of the Secretary of Defense and the Headquarters Department of the Army. In this capacity, he provided expertise on national-level security policy and strategy to formulate program development, establish plans and procedures, and develop Department of Defense-level training exercises.
Mr. Moon is a retired U.S. Army Colonel with 30 years of service and is a graduate of the National War College with a Masters-level degree in National Strategy and International Affairs. He also attended the U.S. Army’s Command and General Staff College, receiving a Master of Arts in Military Science.
John (Jack) C. Dulan, Chief Financial Officer
Jack Dulan joined QualX Corporation in August of 2009, bringing over 25 years of financial management experience to the team. As CFO Mr. Dulan’s responsibilities include corporate budgeting, contract management, cash flow modeling, debt management, financial reporting, and acquisition analysis. Prior to joining QualX, Mr. Dulan retired as Chief Financial Officer of McNeil Technologies, Inc. in 2008. He joined McNeil in late 1997 when the company was still in the small business, 8(a) program. During his tenure, McNeil grew from an annual $4.4 million in top line revenue to over $600 million in business volume. In those eleven years, multiple acquisitions were successfully integrated into the corporation and one joint venture was successfully negotiated and executed. Throughout his career, he has held direct management responsibility over sensitive Government programs and managed human resources personnel, IT, and contracting departments. Mr. Dulan has significant experience working with DCAA, FAR, and Government Cost Accounting Standards (CAS).
Prior to 1998 Mr. Dulan held financial management positions in BDM, International, a billion dollar organization, and was Comptroller at General Analytics Corporation, and Vista IT, Incorporated. In 1990 he formed a business partnership. Thus, his range of financial management expertise spans from small businesses in their infancy to a large, complex corporation with an international reach.
Mr. Dulan holds a B.S. in business management from Virginia Polytechnic Institute.
Alan (AJ) J. Moon, Vice President
AJ Moon joined QualX Corporation in August of 2009, bringing over 18 years of corporate support and management experience to the team. His responsibilities encompass all corporate support functions – HR, Security, Facilities, IT, Business Development, and Operations. As a certified Project Management Professional, he is the architect of QualX’s corporate support structure growth from less than 5 employees in 2009 to our 90 employees today. He organized our initial corporate headquarters in Vienna and then directed our corporate headquarters move to our new location in Springfield, VA in the summer of 2013. He is now leading the transition of the Springfield Classified Facility from AECOM to QualX. Prior to QualX, Mr. AJ Moon owned and operated a luxury home construction corporation in Dallas, Texas, building some of the most exclusive homes in the area.
